The 9/11 Commission Report didn't even mention Building #7....not one word!
This photograph is from a recent FOIA release. You can clearly see the size of the the third 47-story building (#7) that was also demolished late in the afternoon of 9/11/2001.
You can see that the 23rd floor (OEM) looks quite different than the other 46 floors.
The 23rd floor was completely rebuild and reinforced to house the NYC Office of Emergency Management (Mayor Giuliani's Bunker). There was a clear view of the Twin Towers from this location.
