I am attaching a draft of a memo that I was invited to compose and submit by a top aide in Congressman Rush Holt's office. Rush Holt is the lead sponsor of a bill that would establish a commission to investigate the anthrax letters. (The letters were mailed from a post office in Holt's district in New Jersey.)
